Overview

Sydney's north west is experiencing rapid population growth and needs to be supported by essential infrastructure capable of servicing growing demand. In response, Sydney Water is undertaking staged upgrades to the NWTH to support growth to 2056 in line with the NSW Government's long term population forecasts and Sydney Water's operating licence obligations. This requires balancing treatment capacity upgrades, improving environment and community outcomes and complying with environmental regulatory requirements as the NWGA develops. In particular, the NSW EPA's Hawkesbury Nepean Nutrient Framework imposes new nutrient load and concentration limits in our Environment Protection Licences (EPLs) effective from mid 2025. Upgrades to the NWTH in response to new EPL load and concentration limits as well as EPL pollution reduction program (PRP) obligations are currently underway.

The upgrade works involve upgrades at both Riverstone WRRF and Rouse Hill WRRF as per below:

1. Rouse Hill Water Resource Recovery Facility (WRRF):
- Amplification and augmentation of the secondary treatment process
- Odour containment and treatment from new odorous sources
- Augmentation of the disinfection facilities
- Conversion of the existing IDALs to four-stage nutrient removal bioreactors, with a new Membrane Bioreactor (MBR) solids separation system
- Construction of the feed pipeline from the Fine Screens to Bioreactor
- Construction of a new Membrane Bioreactor (MBR)
- HV and LV system upgrades
- Modification of existing switchrooms to support plant augmentation
- SCADA and PLC control system augmentation and upgrades
- Augmentation and amplification of chemical storage and dosing facilities
- New biosolids dewatering and outloading facility
- New RDT polymer storage and dosing facility
- Augmentation of the existing UV facilities
- Augmentation of the existing Super Chlorination Contact Tanks (SCCTs) inlet and outlet pipes

2. Riverstone Water Resource Recovery Facility (WRRF)
- New dryer and gasifier system including odour control and gas scrubbing facilities
- Augmentation of the existing thickening, dewatering, and outloading facilities to facilitate thermal treatment
- HV and LV augmentation and upgrades including new switchrooms
- SCADA and PLC control system augmentation and upgrades
- Odour containment and treatment from new odorous sources, including augmentation of the existing Odour Control Facility (OCF) ducting
- Augmentation and amplification of chemical storage and dosing facilities
- Augmenting and replacement of the existing inlet screens
- A new de-gritter complete with ancillaries

Market Sounding - Project Resource Efficiency Strategy and Targets
The project is looking for input and collaboration from the industry on circular economy opportunities that can contribute to the achievement of the Project resource efficiency targets and requirements.
The project is hoping to engage with the following groups within the market to collaborate and contribute towards positive circular economy outcomes:
- Circular economy businesses
- Industry groups
- Community/local/Indigenous groups
- Greater Project Supply Chain
- Training, education and apprenticeship groups/business

NWTH Circular Economy SMART Targets
- 10-30% reduction in energy use and carbon emissions for the construction phase
- 10% reduction in energy use and carbon emissions over the lifecycle of the asset
- 10% reduction in water demand model for the construction phase
- 10% of materials by cost have a sustainability label
- 10% reduction in materials embodied emissions
- 85% diversion of clean / inert excavation spoil from entering landfill
- 60% diversion of office waste from entering landfill
- 70% diversion of other inert resource outputs from entering landfill

- 1-3% Aboriginal and Torres Strait Islander people
- 15% women employment
- 5-15% women in STEM positions
- 20-40% women in leadership roles
