The Project
The Darwin LNG plant (DLNG) is a single train liquefaction and storage facility located at Wickham Point on Darwin Harbour, Northern Territory, Australia. DLNG is currently receiving gas from the Bayu-Undan field in the Timor Sea and converts it into LNG. DLNG was commissioned in 2006 and has a design life to 2027. Bayu-Undan produced its first gas in 2004 and is now approaching end of field life.
Barossa is an offshore gas and light condensate project 300 kilometres north of Darwin and will provide a new source of gas to the DLNG facility once supply from Bayu-Undan has been exhausted.
The DLNG Life Extension Project (the Project) seeks to utilise the shutdown window created by Bayu-Undan end of life to prepare the DLNG facility for backfill from the Barossa field, by undertaking several brownfield work packages.
Procurement Approach
Santos intends to undertake a self-execute approach and act as the procurement entity for the Project. Santos will engage the market to secure the goods and/or services required with an emphasis on engaging businesses local to the Northern Territory where technically and commercially feasible.
As the contracting strategy for the Project develops further, more information regarding the upcoming tenders and procurement activities may be shared through this portal.
Where Santos awards a major contract, the contact details of appointed contractors will be also shared via this portal to facilitate connection with local businesses or job seekers.

These works ensure the Darwin LNG plant (DLNG) can be maintained during the period of no feed gas supply and will be implemented ahead of Bayu Undan production cessation whilst production is still online.

Preservation and Shutdown Engineering

This scope includes initial shutdown and preservation works similar to previous DLNG shutdown scopes executed in 2018 and 2014. It includes:
o plant decontamination
o scaffolding
o piping & vessel inspection scope
o equipment overhauls
o preventative and corrective maintenance activities
This scope will be self-executed under direct Santos management.

Piping and vessel integrity scopes aiming to ensure the ongoing safe and reliable operation of the DLNG plant. It consists of piping and vessel remediation works associated with 11km of pipeline and 17 process vessels. This scope requires scaffolding a significant portion of the plant, stripping and disposal of all cladding and insulation for the impacted piping and equipment and supply, fabrication and installation of new insulation and cladding.

Electrical & Instrumentation Obsolescence scopes are primarily Original Equipment Manufacturer (OEM) upgrades of obsolete instrument, control, electrical and telecommunications hardware and software to support the future operation of the DLNG facility. This scope includes:
o PLC and control panel upgrades across 6 core systems
o Compressor Turbine Control system upgrades for 6 BHGE turbines
o Switchboard and UPS obsolete component replacements across all power distribution systems
o DCS system upgrade
Contracting Model: One or more execution contracts

This scope includes mechanical process modifications including new and modified equipment to process the new gas supply. In addition, asset integrity scopes are included to ensure the ongoing safe and reliable operations of the DLNG plant. This scope includes:
o New gas treatment vessels and equipment
o Modifications to existing gas processing vessels
o Installation of new gas meters and analysers
o Replacement/repair of critical mechanical equipment
